That's because there is no physical element that is fire. Fire is a chemical reaction that needs some kind of fuel, oxygen and a bit of energy to start the fire.
So technically, firebenders should also be useless in vacuum, just like airbenders.
This is a valid point as well. What do you think about water benders and earth benders in a vacuum? I’d assume provided the element is present then there should be no issue.
