The Rock cancels Harmonies on horizontal and vertical lines it lies on and cannot be moved by a Wheel.
(Can be removed by a boat)
This makes it the perfect Accent Tile to block Harmony Rings, because if you place it right, it blocks access to at least 2 flower tiles.
If your opponent only needs one flower to complete a Harmony ring, place the Rock on the point where that flower would create the ring. This often prevents the opponent from getting a Harmony bonus on the next move.

I’m curious, how often would you get an opportunity to use a rock in this example given would you say?

The Rock should actually always be played in a spot like this, where it is useful in the horizontal and vertical line.
Many games start with the players getting 4 tiles on the board around the gates to quickly form a Harmony ring. The Rock is the best Accent tile to block this in the early game, so I'd recommend always choosing at least one.
